Qubec QSW Applicant - Is only Speaking & Listening is important in IELTS?

Hi,

As per the information below, it has mentioned that the English language points for the QSW applicant are awarded based on their IELTS scores on Listening and Speaking. Does it mean that the reading and writing scores which we get in IETLS are not consider? Do we need to put more concentration on the speaking and listening? Please let me know, I have registered for an IELTS exam on May 12 2012.

English Proficiency Beginner Intermediate Advanced
Listening 1 point 2 points 3 points
Speaking 1 point 2 points 3 points
Maximum 6 points
