Qubec CSQ - Guaranteed if you have required points ?

Hi guys,

I'd like to know something for my brother.
He'd like to apply to immigration through Quebec. Based on the auto-assessment on the Quebec's government website, he has enough points to qualify.

Are you guaranteed to get your CSQ if you have enough points and they haven't reached a certain cap ? He's 25, from France, with a Masters in Business Consulting and no other professional experience than internships.

What cap? Why would he worry about a cap? He just needs to apply that's it. And, what about "guarantee"? There's no "guarantee". If he meets the criteria of selection then he has high probability of being selected. He has the language advantage, the education, the internships...so, foncez! Bonne chance.

in this case Do I get 16 point ?. It was written 18-35 =16
