They are allowed (if you are PR or Canadian and they have visitor vise or eTA) but no vaccinated exemption.

They will need to have a quarantine location where they won’t have contact with any othernon-traveller for 14 days like a basement if there is a bathroom or a separate AirBnB.

I read flights are suspended till Aug 21... can I book a ticket in advance like sep 1 and my mum can still fly if they decide to extend the suspension?

They probably ask for airline credit or money back or next available flight.
