Quaid's fail at Spousal Sponsorship Application

So the word in the media is Randy Quaid's PR application, sponsored by his wife
has been rejected. She has apparently been recognized as a presumed Canadian.

Now, I'm comfortable saying it's very possible he might be one Fruit Loop short of a bowl,
but anyone with a good grasp on Spousal Applications have an opinion or theory as to how
the application was refused, given that they are actually married?

Apparently he cancelled his refugee claim and would like to reinstate it. He sure doesn't sound
like a refugee to me. Delusional perhaps. : Refugee not so much. But it's the spousal application
that I'm curious about.

Yeah, this would be my guess. Their relationship was probably genuine but my guess is they didn't do something they had to like the FBI report.

They weren't refused on a refugee claim. They were refused on a Spousal Sponsorship claim.
He withdrew his refugee claim earlier.

Because his attorney finally got it through his head that he couldn't make a refugee claim.
As I said, I was curious as to the possible reasons the Spousal Sponsorship PR was refused,
as that wasn't as clear to me.
It's was clear from the start that a refugee claim would fall on it's face.
