He does not know anything and don’t expect help from him better get advice from some lawyer because its too late if you applied in 2021 and still you did not get CSQ.

It likely means you are in a queue and there is nothing else that needs to be done to your file.
The office has essentially told them they are in line for CSQ and are waiting their turn to receive it. The whole system is full of people in queues waiting. Not sure what a lawyer would do about this. For Quebec this is not a highly abnormal professing time.
