Received medicals after14months. Now waiting for ppr London vo. Apple from saudy

Hello. I submitted my federal application on July 17 2017 and so far no medical request. PCCs submitted upfront London VO. Why is London VO inconsistent.

I received MR april and completed it the same month.
my Ecas showed, Decision made on July20, still waiting for the passport request letter.
