SyedZaidi, your guess is absolutely wrong. TeFAQ is NOT compulsory for initial application . QSW program till now remains a point based system, once the an applicant meets the minimum required points of 51 for a single applicant and 57 for a couple,he or she can submit his/her application package WITH OR WITHOUT IELTS and FRENCH LANGUAGE test result though 57 and 63 respectively are needed before CSQ will be issued (the extra 6 points an applicant can get during the interview) . If an applicant is not submitting French language test result (TeFAQ ) with his/her application package, the only thing required of him/her is to tick the boxes in Questions number 15 in the CSQ main application form ( which states that he/she is not submitting language test results with the application package).
The above does not mean the applicant and the accompanying spouse (if any ) should not study French,French is mandatory for anyone who wants to live and work in Quebec because it is the official language of the Quebec province ,hence an applicant's French language abilities/skills will be tested on the day of CSQ interview.
