There are only two things I could think of why they returned your application: perhaps you actually did not reach the 49 points or you did not send a certificate of enrollment in French in your application. From what I know, they would not return an application that has enough points to qualify for an interview despite not having French points. Also, when I submitted my application, my agent/intermediary told me to enroll in French and request for a certificate of enrollment.
With the retro-active application of rules that were published on August 1, more than likely they will apply the new rules to you. I think it is important that you continue learning French because it is the only way to prove that you are
sincerely interested in settling in Quebec. Although the customer service agent from Montreal whom I've spoken with stated that French skills are not mandatory (although attaining 49 or 57 points is mandatory), I genuinely believe that they want to protect their culture and their language, so they will be more interested in applicants who are exerting the effort to learn their language than on those who are not; and given the situation wherein they will have to choose between an applicant without French skills and an applicant with French skills, they will choose the one with the French skills over the other without the French skills even if both have the same qualifications.
