For English, you got 2 points for listening, 1 point each for Reading, Writing, Oral. For Master in Computer Science, are you talking about education or AOT? For education, you have to look at p. 6 of the same link and choose your country. For AOT, I think you are getting 6 points (http://www.immigration-quebec.gouv.qc.ca/publications/en/diverses/list-training.pdf)

Ok.
Under new rules, any AOT fetching you 12 and 16 points are treated under priority. With 16 points therefore, your file should be prioritized. To be 100% sure of priority treatment and obvious interview waiver, your file must contain French results anyway..did you submit french?

According to old rules you should expect a response from them within a few months, like 1-3 months for cheque encashment, and then maximum 4-6 months for AOR, without which you should get worried...But i'm still to know what new rules say...

I'm joining the Stylove comment here. You have a very good chance to waive an interview with french results B2 or above. New rules placed more emphasis on language proficiency.

Yeah Iev, hope he submitted a B2 and above to to waive an interview without any doubts......but if not, then his chances of a waiver might be slim since Quebec will always prioritize those good in their language.....

That's right. New rules are a disaster for non-francophones.
 
So 16% of landed residents in Quebec last year speak English, then 25.9% knows French, then 35.7% know Both English and French but 22.4% knows neither English or French. This is according to the latest data in http://www.cic.gc.ca/english/resources/statistics/facts2012/permanent/13.asp. This is not just the skilled worker ALONE its the total

I have this question; Do I really need a lawyer who would represent me? ..or I can do the application and processing myself?
Also, my COE states "Certificate of Competency and Deployment" Will it be accepted? I have worked as a rural health nurse
under the Registered Nurse for Health Enhancement and Local Services (RN HEALS) program of the Department of Health. The contract was
finished 6 mos ago. Our salary was given through atm card and we were not given payslip. And one more thing, the money that we receive every month is called "stipend" not really a salary. Will my work experience still fall in AOT - Nursing (Dcs) ?

You can do the application yourself if you don't mind pouring over the Quebec Immigration website, the forums as well as the forms. ;) A lot of people have done this on their own. With regards to the COE, well, it sure will be better if you would use their term, "Certificate of Employment", but I suppose that's not really as important as the information that is included in it. The Checklist has been specific on the information that needs to be included in the COE (http://www.immigration-quebec.gouv.qc.ca/publications/en/dcs/documents-dcs-en-dyn.pdf).
