I'm applying visitor visa for my mother and require to show an itinerary as doc for purpose of travel. Can someone please suggest urgently which how to book a flight which can be cancelled without money loss or with minimal charge for this purpose? Any booking provider sites in India offer any such provisions?

call any travel agent ask them to make an itinerary for you
they can give you a printout for booking
