For arrest you have to say "Yes" and explain everything how, when it happened and how you got off the hook. It is very important that you tell them everything honestly. Because I can assure you they will find out that you were arrested even for small thing like public intoxication. DO NOT LIE ON YOUR APPLICATION. Nothing will happen caz u were not convicted of anything might only be a small delay. Send your RCMP report along with your application.
I would provide basic/short info on form. And then explain the circumstance in an attached cover letter. If you neglect to mention this happened, you might as well have misrepresented yourself. If you disclose, explain and provide supporting evidence that it was dismissed, it shouldnt be a big deal. You didnt commit any serious crime, so I wouldnt expect a significant delay for this.
