I am in same situation too (438 points and CELPIP next week to improve), I created my profile today and got invitation for PNP. Can someone please answers below questions

1. How long it takes to get PNP approved.
2. Till when it is valid, means if I get PNP in 2015, will it be valid in 2016 too.

I'm FSW outlander as well. I have a friend in Ontario, he's been in Canada for several years and recently moved to Ontario cos he got nominated by them.

Can he write me a letter in support of my application? What other ways can i show ties to Ontario?

If you dont have any ties with ontario then its no problem.
You can write a letter explaining your intentions to settle in onatrio along with some praises about ontario province

Your friend cannot write you a letter neither can you give his reference as he isnot a PR nor Citizen of canada.
