We don't know how long any particular case will take. Some of the more recent cases have been decided in less than a year, but many other cases have taken more than a year, even two.

How much lawyers charge per person to appeal on your behalf.

It's expensive (at least on my budget I would consider it expensive). It varies. At least two or three thousand, some reports indicating some have paid five or even ten thousand.

No. Only a visa office can issue a PR TD.
If you have been IN Canada within the last year, you are eligible for and can apply (to the visa office) for a special PR TD that would allow you to come to Canada pending an appeal. This should be granted, again if you have been in Canada within the previous year. Information about this should have been included in the information you received from the visa office.

No. You are still a Permanent Resident pending appeal. Not a Foreign National (FN).

PRs are not eligible for temporary resident status, only FNs.

In particular, you continue to be a PR for at least sixty days. If you do not appeal your PR status is terminated when this period for making the appeal has expired. When your PR status is terminated you become a Foreign National. Then you can apply for a visitor visa or other temporary resident status in Canada, but of course you are no longer a PR, no longer able to appeal the decision terminating your PR status.

If you make an appeal (and you should have received information about what you need to do to appeal with the decision denying the PR TD), you continue to have PR status pending the outcome of the appeal. See previous post for possible outcome of appeal.
