Background:

In 1990s, I landed Canada twice (total length of stay: less than 2 mths).

Then I left Canada and have never been there until now.

When I was in Canada, I got the SIN card, health card and a photocopy of the landing paper.

Now, I am going to apply for PRTD

Question

1. it requires 2 supporting documents showing my residency obligation. Does this mean I have to prove what I will do to sustain 730 days in 5 years after arrival?

2. Can the supporting documents just be the SIN card and health card that I have had??!

When you apply for a PRTD, you are supposed to provide evidence that you meet the residency obligation. No, this is not about sustaining the 730 days after your arrival. This is proof that you have lived in Canada for at least 730 days in the last 5 years and meet the residency obligation (and therefore qualify for a regular PRTD).

Since you do not meet the residency obligation, you will need to apply for the PRTD with H&C considerations. You will need to argue why a PRTD should be granted even though you haven't been to Canada since the 1990's. This will be a very difficult argument to make and you should assume the PRTD will almost certianly be refused and this will result in a formal loss of your PR status. You'll need to argue what H&C circumstances forced you to remain outside of Canada for 30 years and prevented you from moving to Canada - and provide evidence to support these H&C arguments. No, the supporting evidence for this is not your SIN and health card.

Question 1: If this is the case, what can I do if I really want to go back to Canada.

Another background:

On the document checklist of PRTD, item 6 - Original and valid passport is required.
Ques

Question:

2. Does “original and valid passport” mean the passport which I am currently using?

3. if it refers to the passport I am now using, is that I really need to mail that true copy out to Canada through international mailing??

3 if you email to submit the application you need to scan each page of the passport.

Wht is ircc contact number from india ?
There is no way you can call IRCC from India unless someone in Canada help you to make a three way call. If you want to get a PRTD, contact your nearest Canadian consulate.

Yes my PR card renewal application is in process so I want to follow up for the same. That is the reason wanted to speak with them.

@Sonal1989 : As poster above suggested, get someone in Canada to help you make a three way call. Another option (which I used, when I returned to US after landing in Canada and was waiting for the PR card to be delivered to my Canadian address, and needed to call CIC): get a VPN service, register VOIP number with Canadian area code and call the Canadian number from it. I don't know if it's still doable, but years back it was an easy and simple technical task.

Above being said, don't expect to get much help from the IRCC, people answering calls are not adjudicating officers and have limited access to data.

One other thing I will add (not just for you, but everyone else who applies for PR card : do not leave Canada until after you have your PR card.
As much as I dislike the way Canadian immigration treats PRs, and as much as I despise their RO enforcement ,as an adult I recognize that it is the way it is and this is the way it functions. I have made a deliberate choice to leave Canada and never returned (because I didn't want to accept low paying jobs below my skill level), and I know that if I ever travel to Canada again I will probably loose my PR status. My past experience dealing with border agents suggests that they will grill me and as soon as they find out I am in breach of RO, they will report me for removal purposes. BUT! If I was determined to stay in Canada permanently, you bet I would stay there full 730 days every 5 years, and I would avoid leaving Canada until I received my PR card in mail. As inconvenient as it might be, you have to make a choice and pay the price, if you think it is worth it (in my case, I concluded that it was not worth it).
Otherwise, you will be a nerve wreck, loosing a sleep at night and worrying what the application status is, if you will get your card in time, and if you don't how to get back to Canada. If you are not US Citizen, you must have a valid PR card or PRTD to return to Canada, and it's totally unnerving to be stuck outside and unable to get back when you need. Good luck

I have used magic jack and Fongo in past, both worked for contacting IRCC from Asia. Find Fongo to be the more convenient.
