Just for information: I sent in by mail my PRTD last friday to Paris and received my passport with PRTD today, 6 days delay! Not bad ;)

Bravo, to be useful to us can you please provide the context in terms of RO and where you actually living?

Did your PR card expired at Paris?

I applied for my PR card January 2015, they started processing March 2015.
Card expired July 2015. I left Quebec may 2015 and since then in france with my 3 Canadian children. We are planning to move back to Quebec July 2016.
I had 911 days. In January 2016 received a Questionnaire, most likely because I am out of the country. Last week I received another letter( montreal office) that they want to set up an interview and they strongly recommended getting a PRTD which I did get.
In the mean time my timeline on the CIC website never changed, just says when they received my dossier and when they started processing, nothing else.

This is not good news for me because I am in the same office and pretty much same circumstances. Looking at the similarities: I am too EU passport holder; I am too in Quebec

Montreal office sent you a questionnaire to your address in Canada, is it Resident Questionnaire? Can you tell the Form number to see what is likely coming my way? Is it 01710?

You filled the questionnaire and then they asked also for interview and you will have it when you are back in Montreal, right?

If you are living with your Canadian children, you must be exempt from RO anyway, what is wrong with CIC?

Yes they send it to my adresse in Quebec, I do not remember the form number but it was the official resident questionnaire. I do know that this questionnaire is not found on the internet, there is one that is very similar and that is the one when you ask for your PRTD.
Yes they have my dossier open till the end of July and they wrote in the letter that when back in Canada to send in the copie of the PRTD and they will then schedule an interview.
But as far as I know living with my 3 Canadian children does not exempt me in any way of the RO.

This does not make sense, then should you leave your Children alone because you did not live in Canada 730 days?

No I agree with you there, but I think their way of reasoning is since I am the adult they would say make sure you have at least 730 days in Canada or deal with the consequences.
Just my guess but if Canadian children would be a way to qualify for RO I would have received my new PR card already.
I will wait and see what they will do after my interview, no idea what to expect but for sure if I will not get a new PR card my children won't go back to Canada neither, they are still minors. But their grandparents,aunts and uncles etc... are all in Quebec. I have been a PR for 20 years and never had this much trouble renewing my card.
Then again I have never been this low on days neither.
