Hey,
my PR card expired when I was still a minor and I had to leave with my parents.
I'm currently 21 and enrolled in a university with 2 years left (5 years total).
I'm thinking about applying for a PRTD and going back to Canada but I wanted your opinion first.

I was accepted to University of Ottawa but I didn't go and instead stayed in my home country at the age of 17.

Since I turned 18 in summer, when I applied to universities and had to make a choice I was 17 and not 18.
I'm leaving my current university to continue my studies in a Canadian university.
I'm currently in a program to open my own start up (company) which I'm willing to leave.

Do you think I have a chance to get my PRTD?

Yes you have a chance. It is always best to apply for PRTD as soon as possible. Technically you could have delayed university until 18 and returned to Canada. I would imagine the process of PRTD under H&C plus getting into a university will take a full year. You may also have difficulty getting transfer credits.

Be aware,
You should have applied with your H&C case when you were 18. Now might be too late. Your chances to get your H&C approved now are much lower (as you do not really show the intentions to return by the first possibility).
Another option is to try to cross USA borders.
Also recheck with your parents if ever they have tried to return to Canada while you were minor but got their PRTD rejected (and especially if they tried it as a whole family).
