PRTD application frustration

hi, im applying for my children’s PRTD application online. everything is ready to submit however when i go to sign the declaration and return to submit the whole application the main form IMM 5444 changes from 'ready to submit" to 'In progress'. everything in correct and checked. I'm in the uk and don't know who to contact to help. If this has happened to anyone and figured out what to do I'd be grateful you help.

Have your children met their residency of 730 in the past 5 years or are on track to meet their residency obligation if it has been less than 5 years since they obtained PR status?
 
they do met the residency requirement. Their PR card is being renewed but hasn't arrived, its been approved for renewal but thats it.
