PRRA, H & C with risk

Does the following office deal with PRRA, H & C with risk?

CIC, 5343 Dundas Street West, suite # 101, Toronto.

I heard mostly their results are in refusals! Because they are not well trained for H & C cases.

Anyone with the same situation?

My H & C with risk is there since 2008. My H & C with risk was sent there from London, Ontario office. I applied PRRA earlier this year, till now no news about anything.

I heard and read that PRRA officers who make decisions on H & C with risks are not well trained to deal with H & C application. Their decisions are mostly based on PRRA results. Any comments!

I am not aware of that terminology, nor can I find any information.
