You can create it anytime as long as you have all the supporting documents. Your profile will be active for 12 month during which you will hopefully get ITA.
Lawyer i saw told me not to open a profile until i re do my IETLS, im glad i didnt listen because the points are dropping and I might get ITA before my scheduled IELTS 8)
