it depends, in some cases they are asking to u for ielts and in some cases not. but its better if u donr ur ielts before applying.

the need for ielts depends on the situation.. for example.. i am from India.. I did not have to submit an IELTS because .. I did my schooling and graduation in english medium school and college.. and I also got a letter from my college saying the mode of education was in English, also I did my PG Dip in New Zealand and Masters in Australia, and I have letters from those institutes as well stating that the course was taught in english, so I did not require it. Therefore, it depends on how well you can prove the case officer how good you are at communicating in English, if you do not have proof in terms of work experience or education that you have used the english, they might request you for an IELTS or any other form of language test.. so depending on your situation .. do the needful accordingly.. hope this helps .. cheers

you actually need to have friends there in Manitoba for you to migrate under general stream .. besides.. they would have interviews and stuff .. so most likely even if you do get "2 friends" you would eventually get rejected .. besides .. not probably the right way of looking at migrating .. if you dont have anyone in Canada.. you should probably apply FSW ..
