My crs is 369 at the moment and I'm not eligible for express entry as a dentist can I apply directly to a specific province ?

If yes please provide me with a link so I can do further researches

In either ways I have to improve my ielts

Quebec is not included in EE. So if you choose that, you will be rejected. You can choose Quebec only or the rest of Canada.

Dentist is probably a regulated job, check the NOC for it, if it is try and get a license or study before you go

YES, it is a regulated job. However, Ontario does not require NDEB (license exam) for nomination.
They only require CRS above 400.

the list of employers is not going to be declared to protect the privacy of the employers. they are doing this because cic does not want applicants to bombard employers with irrelevant CVs and apply for jobs they are not qualified for. it is a waste of time and resources of the designated employers. this info was confirmed to me at the east coast fair in London where they spoke about the programme at length.
