You have to fulfill the eligibility criteria of some Provincial Nominee Program. This could be that you are already working in the province and your employer is supporting your application or that you are a graduate in the province with a job offer or certain number of hours worked or that you want to invest in a business in the province etc. The immigration classes under the different PNP's vary because each has their own criteria.

If you fulfill the criteria of some PNP, then you apply to that PNP for your nomination.

When you get your nomination, you can use it to apply for your PR to immigration Canada.

Thanks for your response. But a few more clarification needed, pls ! So if you are not already working or studying in Canada, you cannot apply for a PN?
I was thinking that as a foreign worker with the pre-requisite experience you can apply for Provincial nomination? Pls correct me.

Every province has different streams..also every province has their website for immigration..would suggest you to google..

Like I said, there are different immigration classes under PNP, you may be able to apply with a job offer or with family support in some provinces or as an investor without being in Canada. If you want to look into this, you should go to http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp where you can find the links to all the PNP's. You will have to check out each one and figure out what immigration classes they have.
