what is the way to get provincial nomination?

which provinces are offering it? and which ones are worth applying to?

what are the requirements and timelines?

you can simply type "provincial nominee program" in google and you can get every info you want since those things you ask tend to change under each different provinces.
so it's better to go their official website and check the latest info with yourself.
it's not difficult to follow the process at all so please take a look at it and ask questions for the things you don't understand here then I am pretty sure there are tons of people who can help you with those questions

I have done some research but found out that you require a job offer to get PN - atleast in Ontario.

is there any province which provides PN without job offer?

Nova Scotia offers it. But they are updating their websites. Looks like it will all be done via Express Entry.

Check MPNP as skilled worker, But for this you need someone in province to support you. A blood relative or two friends will do the work
