provincial nomination - does it really happens?

I am new to this and wondering does getting provincial nomination( 600 points) is even possible for folks who don't live in Canada or have any education, ties, or work history in Canada? I feel like this is mostly possible for folks who reside in Canada currently.

Well it depends on your NOC if you dont have an experience,reative and job offer or job exp from there.

I work as Network admin so I think my NOC will be 2281 Computer network technicians(Level B). I do have around 6 years of experience outside Canada.
