may be no fresh intake of applications under fsw category till backlog of pre feb 2008 is cleared, as these people are waiting for more than seven years.Also their applications became a headache for the conservative government during election compaine for the parliament election going to be held on may2, 2011.

What if new rules dont come out before 30.06.2011. and for example, I send my application on 30.06.2011. in order to avoid one more cap, and next morning the new rules are on official page with important changes?
 
Echoes: That is a gamble you will have to be willing to take. I think in fairness, CIO should put the information out there on 27 June latest, so that those whose applicaitons are all ready to go have a chance to determine whether or not it is worth their while to pay courier fees.
1 July is a Stat Holiday for Canada Day.

Sadly, I don't have a private line to CIO, but Friday 1 July is DEFINITELY a stat holiday, they have not accepted applications on Saturdays in my experience (same would go for Sunday), so yes, looks like Monday 4 July would be the first WORKING day after the numbers reset to 0. I hope they are well rested after a 3 day weekend. Can you IMAGINE the pile of apps they will receive that day???
 
Another thought = it would be in everyone's best interests if they announce the new rules and regulations in advance as many may be tempted to apply as if there was no change. What a huge waste of time on everyone's part if they don't...
