We used MS Word. 2 pictures per page with captions detailing who, what, when, and where...at the beginning of a set of pictures, we included a short statement about the pictures and when they were taken. We didn't write the dates for every picture, so that's why we included a brief statement.
I think using MS Word or Publisher is the most organized way to present the pictures. I doubt CIC would require originals, but if they do, have them ready.
We separated all pictures with plastic sleeves that open from the side and each plastic sleeve has a label describing the contents.
You can do what you feel is best, but printing just seems more organized. Do not staple and try to avoid paperclips, if at all possible. Plastic sleeves are good because nothing is bound together...this was advice given to me from someone inside CIC (not via the call center).
If you do decide to provide the photos 'loose,' make sure you add captions to the back and try to keep them in chronological order to make things easier for the VO so that they can reference answers to the photos.
