Proof of Language

My name is H. AL
i submitted application for Citizen ship, i include a letter (issued in 2006) as proof of Language from my university state that the all subject /education was in English
but the application returned back
When i have IELTS result /certificate ( gave in 2009)
can i submit that IELTS certificate as proof of language(Got 6.5 Band)

Is it IELTS General or Academic? IELTS General is only accepted.

International English Language Testing System (IELTS), general training, not the academic version You must have achieved a score of:
4.0 or higher in speaking, and
4.5 or higher in listening. (Please note: If the test was done before November 28, 2008, we will accept a level 4 or higher); or

what about Nov 28, 2008

will they accept IELTS General(2009)

If it was done for immigration purpose then your IELTS general will be accepted even if expired.

You can use your IELTS General as language proof.

Results of an accepted third-party test at the equivalent of Canadian Language Benchmark (CLB/NCLC) / Niveaux de compétence linguistique canadiensFootnote 1 level 4 or higher in speaking and listening either done previously for immigration purposes (acceptable even if expired) or done specifically for citizenship purposes. Test results from the following list are acceptable:

International English Language Testing System (IELTS), general training, not the academic version You must have achieved a score of:
4.0 or higher in speaking, and
4.5 or higher in listening. (Please note: If the test was done before November 28, 2008, we will accept a level 4 or higher);
