Does someone who lived in the United Kingdom for over 30 years, born and raised, still have to show evidence of language?

Yes

Use CIC's wizard: http://www.cic.gc.ca/english/citizenship/language.asp

We are about to apply this weekend - I lived in the UK for 37 years before moving to Canada.

I submitted my University Degree certificate with transcripts (the transcripts showing the modules and that the language of instruction and assessment was English). You might get away with just the certificate but I heard some people had issues and questions from CIC office, so you are probably best to include education transcripts if you can get them.

Best of luck with your app

I used my University Degree from the US. Worked for me.
