i just landed Canada as a PR holder with my wife..still i don't have a job or any proof of last 12 month income...my problem is

1. can i apply for sponsor without proof of income to my newborn baby who are in my motherland and was born there? will it reject?

Are we to understand that you have not worked in the last 12 months? Or that you can't ask for proof from your former employer?

You will need to prove CIC that you can financially support your family. Provide them with any papers that will prove that: bank statements showing savings, written job offer, notarized letters from family stating that they will cover your expenses for as long as you need it etc.

Even if there are no financial requirements in the sponsorship process, your application may be at least delayed if CIC believes you can't support your family and are in danger of going on welfare.

yes you can apply for dependent. you can select unemployed in sponsorship evaluation form and add a cover letter explaining your situation. baby was born after your landing or before your landing?.

Add also bank statements from your home country account if possible. you need to pay only 150$ per child. no need to pay permanent resident fee also

we first landed in 2010. ,during this period we visited to antenatal clinic in Canada we returned back after 3 week stay in canada due to father-in-law's cancer.baby born in motherland.

can i apply through Mississauga case processing center without applying through motherland office?

Yes you don't need to have income to support your spouse, however, it also says you have to show how you're going to support her. Whether that means you have no job, but have lots of money in the bank, or that you just won the lottery, etc.

pwkamal - where is CIC saying that? because there is no minimum required amount of income for family sponsorship - you just have to convince CIC that you will be able to provide for your family.
