You are Canadian citizen you can sponsor your spouse

http://www.cic.gc.ca/english/information/applications/guides/3900ETOC.asp

If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
Yes, I can.
But my problem is the very last sentence.
I don't have a house, health card or driving license - I ceased all of that to show no ties for tax purposes.
But I do have to go back when my contract here expires.
So I was wondering if I can show my current contract and current visa (in the country where I live) as a proof. Plus settlement plan.

Where is your spouse from?
Eastern Europe - not from a visa exempt country.
So right now I live in middle east as an expat on a contract. My husband lives in Eastern Europe.
We want to go back (in fact, I must go back) to Canada in 2017.
And I thought u should apply now BUT I don't have a firm proof that a sponsored person will live in Canada once PR is granted.
I don't have a job offer or a house.
I don't even know which province we will go to.
I need to find a job first, which I will start looking for in about 6 months.
