Oh sorry. It means you don't need to prove you have a minimum level of income in order to sponsor your husband. Your child inherits Canadian citizenship through you (provided you were not also born abroad) so you don't need to sponsor her. Apply for her citizenship document instead, and get her a passport. Your local Canadian embassy should be equipped to assist you with that.
If you are a Canadian citizen, you may sponsor your husband and child while living anywhere. In as few words as possible:
1. You need to pay fees totaling $1040.00 Cdn.
2. You complete the relevant forms (Sponsoring your family outside Canada) at the
cic.gc.ca website (complete and print, the forms do not allow for saving unless you have a version of Adobe or similar that does that).
3. You submit the forms along with proof of your husband's identity and civil status (birth and marriage certificates and copy of passport), proof of a medical performed by a Designated Medical Practitioner, and proof of his criminal records from every country he's spent 6 or more months since age 18.
4. Submit proof of the genuineness of your relationship (how you met, how it developed, how it has progressed to marriage and since).
5. As you are living abroad, you need to show proof of your intention to return to Canada when your husband gets his PR. Document the plans you have put in place to provide a roof over your heads and earn a living when you return. Most people provide letters from family members who have offered to put them up, provide a job, things like that.
