I am currently working in Canada in ICT, I am applying for Express Entry. Could you please let me know if I have to show the proof of funds?

You do not have to, but do mention in a LoE that since you are applying for PR under CEC stream, you do not need to show PoF

What if someone provide proof of fund for the CEC class?
I did, but now I'm watching not my saving goes below what I promised to have!

Would it adversely affect my application if my saving went down? I should say that my bank account is in a Canadian institution

It shouldn’t matter if your funds go down or not as funds are not required as part of CEC. However, you should have submitted a letter of explanation saying you were invited to apply under CEC and funds are not required but you submitted them regardless. Nevertheless, the depleted savings fund will not affect you because it is not a requirement.

OP is on an ICT work permit. That means his company in his home country relocated him to a role with the same company in Canada.
