When filling out the application form, do I need to put that I will be bringing $13000? (i do not have this money)
I have an LMIA and a job offer too if this makes any difference?

Under CEC, you are not required to show proof on fund. In case if the officer asks you about fund, then as you said, you already have a job here in Canada and that should suffice.

what if you don't have job at time of landing?
As I said, under CEC, you are not required to show proof of funds. So it should be fine.

For valid proof of funds, look here (this does not apply to CEC but in case you still want to): http://www.cic.gc.ca/english/immigrate/skilled/funds.asp

Cheers.

according to the link it kind of suggest the situation where applicant is not inland (i.e. foreign FSW) who has technical skills and will find job and start life in Canada. CEC applicants are only inland (international students with Canadian work experience). I think CIC should clarify further and add all inland applicants as well. Because e.g. under Provincial nomination stream ,there are again inland and outland applicant and IRCC somehow treat them as same which should not be the case...

When I flagpole ,I'll tell border officer that proof of funds only apply to FSW and outland applicants and we have already establish ourselves here for so many years and suddenly we'll not run out of money...
