can I show proof of sponsorship from blood relation for my tuition fees and show deposit of 17000CAD plus additional 3000CAD in my savings account for living expenses as proof of funds? (Proof for student visa with dependants-husband and child)

Confused. Some posts include your husband coming to Canada and some don't. I assume you are looking at winter admission because it is so late. Depending on where you are studying the cost of daycare for your child could be up to $1800/month. It is hard to tell because not clear how CIC will interpret your family financial support and you and your husband's savings which seems to really be a loan. Have you been granted a study permit? Have you been accepted into a masters program?

Yes I have received the offer for January 2019. I am applying for my study permit. I am confused about which is a better way to show my funds. If education loan will be a good proof or can I ask my paternal uncle to sponsor my education.(only the tuition fees). our savings will be for our living expenses which we have(around 20000 CAD)

Proof of funding from a paternal uncle is not really considered a strong source of funding but if that is your only choice yo will have to manage. $20 000 for living expense will be used up within a year in Vancouver especially for a family. You will likely need to show more funds for living expenses. I have no idea whether your child or husband will get approved but it is highly unlikely your MIL will get approval to come help you with childcare.
