Hello:

Can I borrow the $10,000 CAD from my parents that immigration officers ask you for and put them on my presonal bank account?

At what stage of the process can I expect the $10,000 CAD request?

You can but you have to have the money until you land, also they will ask you for 3 months of bank statements, and depend of which country are you, in some cases they'll ask for one year of bank statements.

Where does it say 3 months or 1 year bank statements?
I have seen for USA (Buffalo), India (New Delhi) and Pakistan (Islamabad) visa specific forms and it says the same as below:
• current bank certification letter; or
• evidence of savings balance; or
• fixed or time deposit statements.
 
It doesn't said they'll ask for that if they want to, that's why you keep the money on the bank all the time, also when you land they will ask you to proof again the funds.

Its in the Operations Manual for Immigration officers OP 6 Section 9.2
 
I plan to borrow some the money and put it in my personal bank account.

But the question is when (approximately) should I put that money if I plan to start the application process this month (June 2009).

When in the 12-18 months that the application process lasts should I put the money?

I would suggest you deposite into your account before you apply, so that you can at least show 3-4 months bank statement at the time of submitting all the required docs to your visa office.
 
I'll be a devil's advocate, but wll also give you food for thought.

they ask for proof so that they are sure that you can take care of your family for at least 6 months... if you borrow today and intend to enter canada without that money, what ensures your and your family's well being during the struggle period?

just a thought... think about it...
 
I don't have a family and I will never try to get into Canada without money. That doens't make any sense.

The CIC doesn't say anything about having enough money to support yourself and your family for 6 months.

I think the CIC is using the worst case scenario (staying in Canada for several months without working and earning money) by asking you for that quantity of money ($10,000 CAD).

Hi,

To reply your original question, you are not supposed to "borrow" money to cover proof of funds. It is clearly stated in the CIC official website:
http://www.cic.gc.ca/english/immigrate/skilled/funds.asp
You have to submit the proof of funds after Sydney gives you the ok to submit the full application to your local office. And then if approved you have to show again that you have those funds to support you after landing.
