Hello, under section 7 of the document checklist, we are required to supply at least two sets of documents which can prove that we're living in the same address. We intend to check these two boxes:

1)Copies of government issued documents for you and your sponsor showing the same address
2)Other documents issued to you or your sponsor showing the same address, whether the accounts are held jointly or not (e.g. cell phone bills, pay stubs, tax forms, bank or credit card statements, insurance policies)

My question is, can we submit another government-issued document (Other than the one that we use to satisfy the (1) set) to satisfy the 2nd criterion? Or is it explicitly implied that the 2nd criterion be a document from non-governmental entity? For instance, could we submit an insurance policy, but from the National Health Insurance, which could be considered a governmental agency, to satisfy the 2nd criterion?

It may work (depending on strength of the rest of the file and other factors) particularly since that section also says explicitly insurance policies. BUT: I believe the point of this other documents is to demonstrate factually that you have a joint household, including bills and routine payments. So to be safe, include both. Really any bills that have both your names (by both here I mean okay if separate and one doc has name of one spouse, another name of the other).

Strictly necessary, perhaps not, but look at it from other side, you are trying to make it easy for them to see, for example, this is not just mailing address for e.g. tax authorities but where you both factually live.

*May not apply in your case but keep in mind in some countries official registration address can differ from factual for extended periods.

This is a good question. Although it’s hard to say what will be good enough because each case is different. For myself I didn’t have a drivers license at the time (I was having issues with NJ’s dmv so I couldn’t switch my license in time before submitting.) we ended up sending past study permits work permits ircc approval letters etc all listing my address over the years in Canada, we submitted tax info showing common law, some old sin cards showing my address, record of employment mailed from my old job, old receipts from cra. Hope this helps.
