Proof of Citizenship status

Hello, my son's application status for proof of citizenship has been changed to "Decision Made" in February 2021. And I called IRCC call center, they said it was approved. However, the status was not updated since then in e-CAS status. I checked other threads, mostly applicants would get status changed to "Complete" in one more week. But I still haven't received any status change or email from IRCC. Did anybody have the same experience as me? How long can I receive the certificate?

pre-covid .. now its 15months

I submitted my application Feb 2021 and till now nothing. Every time I ask they say delay due to situation in Afghan. Well now I need to apply for a Canadian passport, when will I get my certificate? I don't even have an AOR and I can't find out if they have even received my application.
