Proof of Citizenship for Kids born in Pakistan

My daughter was born in Pakistan. She is 4 years now. I applied for proof of citizenship last year. It is more than a year now and it is still in process. Apparently the application has been transferred to "Support Program".
Now my family moved to USA on TD visa ( I am working in USA on TN). I changed the address already.
Did any one ever go through the same situation? How long it normally takes for support program and also how bad will be the effect (in terms of delay) of them moving to USA?
Following is the status online.
Status is "in process"

1. We received your application for a citizenship certificate (proof of Canadian citizenship) on September 25, 2017.
2. We sent you correspondence acknowledging receipt of your application(s) on October 24, 2017.
3. We started processing your application on November 3, 2017.
4. We sent you a letter on November 26, 2017. Please consider delays in mail delivery before contacting us.

I sent them so many emails and also called them as well. The reply I get through email is always generic...
"While the processing times may vary with each case, we will make all the necessary efforts to finalize the applications as soon as possible.

Rest assured that we will communicate with you once a decision is taken."
They dont really tell the reason of delay or if they need any more documentation/proof.
