From what I know, with those numbers you were able to connect and track your application. Since it never happened, you should call the London VO, if they don't give you strong answers then I think it'll be wise to resubmit because it seems like you application was refuse

Conjugal application
Our application was refused by the immigration authorities but final approved. The IRCC representative told me your file was transferred to the embassy in London. We haven’t heard anything yet. No AOR but we to the uci & application number.

Your post is very confusing. What do you mean refused then approved? You mean that you had to resubmit it?
No AOR since November is highly unusual. Since, as you say, your application is transferred overseas as per IRCC agent, then you probably just missed the AOR and as such many other notifications.
