Two years work experience in India as Site Civil Engineer and one year experience in Saudi Arabia as Quality control engineer Civil. My entire experience of three years is in the construction Industry.

Applied for Construction management PGDCA at Conestoga for September. What are my chances for getting a study permit?

First you need to check if this program will give you the rights to work on civil engineering (this is a regulated area in Canada).
I believe that it doesn't, so be careful.

Second, with that profile, having means to proof your financial support and by receiving acceptance from your college, you'd probably be accepted.

But again, there's no point on being accepted if you're not going to be able to work in your area - not having a civil engineering license.

For financial proof I have living expenses saved up in my account and the source of these is my salary bank account statement for the past year. I am also planning to apply for an educational loan to cover up for tuition. Do I still need to show funds in the magnitude of both my first year tuition and living expenses?

Ok, but beware, it's difficult to get a managerial position if you don't have a Canadian working history.

And, if you're seeking immigration, you probably have to work on a NOC 0, A or B position - which you will only be able by having civil engineering license.

So I should also try and get a license by clearing the FE or PE exam while I am there?

I don't know how can you do it since my area is not regulated.
But I've read that you could get it only by studying... maybe with a co-op program.

I'm not sure.
I suggest you to do some search about it.

The Construction management program at Conestoga is actually a Co-op program. However, thanks for opening up a whole new perspective for me.
