So i had submitted express entry profile a month ago. Criteria met CEC. I have a 3 year diploma and 3 year degree done in canada. My celpip score was 11, 10, 8, 8. NOC 6221. One year work ex. TOTAL SCORE 442. FUNDS $2000 (shouldn't matter because qualified under CEC). Passport expiring in juy, 2016.

in education, i selected 2 or more degree (128 point for single).

Everything was fine until this morning, i got the following message from CIC. i cannot change anything in the profile as it shows locked.

You are not eligible for Express Entry
To qualify for Express Entry, you must meet the minimum eligibility criteria for the Federal Skilled Worker
Program, and/or the Federal Skilled Trades Program and/or the Canadian Experience Class. Based on your
profile, you do not meet the minimum eligibility criteria for any of these programs. Reasons you would not be
eligible for Express Entry include:
• not having a valid language test
• language test results that are more than two years old
• a language test score that is too low
• not having enough relevant work experience
• not having the required education level
• not having enough funds



What is going on? what do i do?
 
Were you eligible only for CEC or both FSW and CEC?

If it was only CEC, did your CELPIP expire? Or you've had no Canadian work experience since Aug/Sep 2012?

i was eligible only in cec.
i gave celpip this year in june, so good till 2017
i graduated from university in ontario apr 2014. Been working in noc 6221 since july, 2014 in alberta.

When did you make your ee profile ...?

What i think here is d problem ..u said u started job jn july and u made ur profile in may..you didnt even complete your one yr ...

i started my job in july, 2014
i started my express entry profile in may, 2015
i submitted my profile after exactly 1 calendar year in july, 2015

i don't understand what could be the problem.
 
You can't do anything further on that profile. Ignore that and create a fresh profile.

When i create new one, there is a question.

have you applied for express entry before? yes/no

and if you hit yes, then it ask for the profile number

should i click yes or no?

Answer No. Choose Yes only if you have a UCI. If you don't know what that is, you don't have it so answer No.

i do have uci. it is on every work permit and study permit i had.

when the ineligibility message was sent in a pdf to my email, there was an express entry profile number on it E000XXXXX.
For some reasons the profile was ineligible, but i did submit the profile and there is a number.

Shouldn't i put yes in the #. the question and enter the number. If i said no, it could mean i am misrepresenting myself.

Creating an online profile (which turned out to be ineligible) is not the same as applying to CIC. Answering Yes/No to that question makes no difference either ways. Mention your UCI in the new profile though - that makes a difference.
