Profile Ineligible 1st time. Applying it again. Have you applied for express entry before?

Hi. I have applied for Express entry before and right that moment I got rejected saying my profile is ineligible. But I got an express entry profile number. Now I'm applying again after 6 months. Now I'm eligible but it asks me if I have applied for express entry before? If yes provide the express entry file number. I called IRCC and they asked me to answer YES. But all the online thread says NO. What should be the correct answer? The person who answered from IRCC didn't seem confident that's why I'm creating a thread. No offence to anyone. Just want to confirm. Thank you all in advance.

Submitting a profile is not a PR application. You don´t actually "apply" until after you get an ITA - then you submit the eAPR (electronic Application for Permanent Residence). Unless you submitted your eAPR, you did not previously apply.
