Okay. So this what the lady argued to me from IRCC. That it asked if I have applied not if I have submitted. So she says I should answer genuinely and they can see my old profile so shouldn't hide anything. She made me so confusing.

I have called IRCC and they asked me to answer yes since I have a express entry profile number. They don't think it's post ITA. As soon as you create a express entry profile regardless if it's ineligible or eligible, you still get an express entry profile number. And you supposed put yes on there.
