After High School Diploma, if a person has full time professional diplomas (non-academic). Can he eligible to claim points for New FSW Program?

According to some websites, Canadian Evaluation agencies do not evaluate non-academic credentials. They only evaluate formal academic credentials like B.A., M.A.
