no, they are certainly not accurate. they represent worst case scenarios. for most, if not all visa offices, the actual processing time is far less than what's reported online. most visa offices approve applicants in 6-10 months. where is the applicant from? there are many visa office specific threads that track progress, and the stats represent real time applications.

The CIC Website is saying that the Processing time for Ottawa office is 16 months does anyone know the real processing time for that office?

Using Brazil as example: the CIC website says 11 months.
It's in the worst case scenario (documents, interview, incomplete forms, etc...).
Actually outland applicants from Brazil (Sao Paulo VO) is taking about 6 months both stages.
To seep up your process, make an upfront medical, pay all the fees and then send your application.
