Most colleges/unis need some sort of proof that you are proficient in english and they list many possible ways for an applicant to prove their proficiency. Ielts is usually not the only way, proficiency can also be proven by Tofel, Olevel/GCE/AS/IGCSE english, SAT, ACT etc.
I dont think it weakens your case a bit if you have a well written cover letter (not plagiarized) and good educational documents. Although I have an 8, I never submitted my score as I thought i was sending in too many documents. But I'f you've got a GOOD score, do send it, It will only help not hurt your application
