No - that's not what this information is. These are the processing times for PR cards AFTER you have landed. This has nothing to do with the processing times of PR applications.

what Scylla said. You're looking at the time for PR cards, not PR applications.

That relates only to applications made before EE came into effect. All we're told since it came into effect is that they aim to process them within 6 months.
