Processing ongoing TRV (applied while in Canada) , from outside Canada and get visa stamped nearby visa office

I have applied for TRV from Canada i.e still under processing, now I am planning to travel to india.If I have to return to Canada I need TRV , can I get my passport stamped from India itself on the basis ongoing TRV once it is approved
