Processing fee refund

Untill what time may i take refund of processing fee under skilled immigration Category 1?if i am asked to submit my documents within 4 month time,may i cancel my application and take refund?what will happen if i take more than 4 monts to submit docs?

Oh Yeah! Thats a good point.
I also want to ask "Is it possible to ask for an extension once you are asked to submit the documents within 4 months? If yes, then please how!
One might wonder why to ask for an extension, the answer is for one of the following reasons:
1. to improve IELTS score
2. to collect transcripts from universities in different countries in a sealed envelope
2. to get police clearances from more than 4 different countries

The bottom line is how to get an extensin?

One more thing is that "once you are asked to submit your documents, It means that they have started processing your application, if thats the case, which I guess is, then you cannot ask for fees refund".
