Processed Decision Envelope

Hi. Good day to everyone I would just like to ask if anyone of you tried processing/ lodging an application (DIY) thru VFS and received an email saying that "...Your processed decision envelope has been dispatched..."? Does this mean they are going to send it back to VFS or are they going to send the parcel directly to the applicant? Is it

IRCC Office -> VFS -> Applicant or
IRCC Office -> Applicant?

As far as I know pick up is at VFS.
